ACT set ambitious emissions targets. A great program or destined to fail?

This morning the ACT is set to announce a very ambitious target to cut greenhouse gas emissions by 40% by 2020. The announcement has left some wondering whether this is realistic as the territory recently downgraded its NoWaste 2010 target to just an inspirational goal.

In cases like this it is better to aim high. This accomplishes two things. One if we fall short of the mark, there is still a significant positve move forward. Secondly, it also sends a message to business that people (read:consumers) are taking greenhouse gas emission reduction seriously. Right or wrong, it is amazing how socially conscience the business community becomes once doing so becomes profitable.

I really hope that everybody individually will take seriousely the threat of climate change and acts with consciousness. The ACT Labor Government has set very ambitious targets. 40% gas reduction within 2020, 80% within 2050. Let's see if the 2020 target will not remain only a good purpose.....

I worry that the ACT has far too much hot air for any emissions program to be effective...

First cosmonauts were sent in the space in 60s, using technology slightly more advanced then calculators. We have everything at our disposal to make it very possible. Lighting alone can cut 10-20% of emissions.

Do they have a plan? If they have a plan then it would be easier to see how realistic the goal might be.

I think Canberra is one of the first roll out cities for Better Place's electric car network so they may be factoring that in. I've no idea what the carbon profile is like for Canberra anyway, I imagine it's mostly stationary electricity and transport.
